Strengthening Exchanges and Cooperation with the Department of Civil Aviation of the Lao PDR in Preparation for the ICAO USOAP-CMA Audit

On 21 January 2026, a delegation of the Department of Civil Aviation of the Lao People’s Democratic Republic (DCAL), led by Director General Mr. Viengxay Singkham, paid a working visit to Viet Nam to exchange experience and learn from Viet Nam’s practices in preparation for the ICAO Universal Safety Oversight Audit Programme under the Continuous Monitoring Approach (USOAP-CMA), in anticipation of Lao PDR’s upcoming audit activities.

In his welcoming remarks, Mr. Uong Viet Dung, Director General of the Civil Aviation Authority of Viet Nam (CAAV), expressed his pleasure in receiving the Lao delegation and reaffirmed the long-standing, friendly, and trust-based cooperative relationship between the two civil aviation authorities. He highlighted the positive development of air transport connectivity between Viet Nam and the Lao PDR in recent years, marked by steady growth in flight frequencies as well as passenger and cargo volumes.

During the meeting, the Director General of CAAV shared several key experiences from Viet Nam’s preparation for the USOAP-CMA, particularly in relation to legal and regulatory development. He noted that Viet Nam’s new Civil Aviation Law (replacement law) was promulgated in early 2026, introducing a number of important provisions while streamlining administrative procedures and addressing practical challenges, thereby providing a solid legal foundation for enhancing state management capacity in civil aviation.


The Director General of CAAV also briefed the delegation on recent organizational changes in aviation security management. Since early 2025, aviation security forces have been transferred and consolidated under the Ministry of Public Security, marking a significant step toward unified state management of aviation security. This restructuring has contributed to improving regulatory effectiveness and strengthening comprehensive aviation security and safety.

On the Lao side, Director General Viengxay Singkham expressed his sincere appreciation for the warm and thoughtful reception extended by CAAV, especially given that the visit took place during the period of Viet Nam’s 14th National Party Congress. He highly valued Viet Nam’s open and practical sharing of experience and expressed his hope that the Lao delegation would gain valuable insights to support its preparation for the upcoming USOAP-CMA audit. He also directed DCAL’s delegation to actively engage in technical exchanges with CAAV’s specialized departments during the afternoon working sessions on the same day.

The visit and working sessions once again underscored the close and effective cooperation between the two civil aviation authorities, contributing to the enhancement of safety oversight capacity and the sustainable development of the civil aviation sector in both countries./.
