The event was chaired by Mr. Phạm Thế Tùng, Deputy Minister of Public Security, with key officials from the Ministry of Transport (MoT), the Civil Aviation Authority of Viet Nam (CAAV), and other related agencies in attendance.
Official Transfer of Responsibilities
The transfer of aviation security responsibilities from MoT to MPS follows Conclusion No. 121-KL/TW, issued by the Party Central Committee on January 24, 2025. This decision is part of an ongoing effort to streamline state management and improve operational effectiveness within the political system. Effective March 1, 2025, the Ministry of Public Security will perform state management in aviation security.
Deputy Minister Phạm Thế Tùng acknowledged the extensive workload involved in the transition and commended the cooperation of MoT, CAAV, and other relevant entities in ensuring the process was completed on schedule.
Commitment to Strengthened Aviation Security
At the ceremony, MPS reaffirmed its commitment to maintaining strict and effective aviation security measures. The Ministry emphasized its dedication to ensuring safe and uninterrupted civil aviation operations in line with international standards while enhancing Viet Nam’s capability to address both traditional and non-traditional security threats.
"The handover of aviation security responsibilities is a crucial step in ensuring national stability, fostering economic and social development, and supporting international integration," said Deputy Minister Phạm Thế Tùng.
Establishment of the National Aviation Security Center
To execute its new role, MPS has assigned the Immigration Department to oversee aviation security operations. This has led to the establishment of the National Aviation Security Center, which will be responsible for implementing security measures, providing aviation security services at airports, and ensuring the security of cargo and mail before loading onto aircraft for carriage.
The ceremony was attended by key government officials, including Deputy Minister of Transport Lê Anh Tuấn, Deputy Chairman of the State Capital Management Committee Nguyễn Ngọc Cảnh, and representatives from the Ministries of Finance, National Defense, and Foreign Affairs. Also present were leaders from the Airports Corporation of Viet Nam (ACV), aviation security units from 22 airports nationwide, and representatives from Vietnamese airlines.
With the new structure in place, MPS is expected to strengthen Viet Nam’s aviation security, ensuring both safety and efficiency as the country continues to expand its global connectivity./.
